17 March 2025, Preah Sihanouk, Cambodia – Dissemination Workshop of the “Smart City Action Plan for Preah Sihanouk Province (2024-2028)” under the National Urban Policy Programme – Phase II (NUPP II) took place in Preah Sihanouk Province on 17 March 2025. The project is financially supported by the Ministry of Land, Transport, Infrastructure and Transport of the Republic of Korea (MOLIT). Approximately 50 representatives from the Ministry of Interior, the six districts and municipalities of Preah Sihanouk Province, NGOs, civil society organizations, and the private sector attended this significant event.
Background
With the rapid urbanization of Preah Sihanouk Province, the province is selected as the target area of NUPP Phase II implementation in Cambodia. To enhance local expertise and improve quality of life through technology-driven solutions, the project reviewed existing policies and related documents and conducted a series of capacity-building sessions as well as consultations.
As a result, a people-centered smart city action plan has been developed and approved on 04 December 2024. This action plan will serve as a guide for smart city development in Preah Sihanouk Province in alignment with the Land Management and Land Use Policy for the development of the province as a Multi-Purpose Special Economic Zone (2022 – 2028).
Dissemination Workshop
The dissemination workshop was presided over by His Excellency Sor Vorin, Under Secretary of State of the Ministry of Interior. It was attended by Mr. Vanna Sok, Country Programme Manager of UN-Habitat Cambodia; Mr. Em Pheap, Deputy Provincial Governor of Preah Sihanouk/ Chair of Smart City Working Group; and Ms. Nay Sally, Deputy Head of Administration, Preah Sihanouk provincial administration, and other local stakeholders.
Mr. Sok Vanna, UN-Habitat Cambodia, welcomed the participants by stressing “This action plan is a vital document for guiding people-centred smart city development in Preah Sihanouk Province, ensuring that technology is applied to address local needs”.
“Our vision is to transform Preah Sihanouk into a digital province that drives an economy built on safety, sustainability and well-being for all”, said Mr. Em Pheap, Deputy Provincial Governor of Preah Sihanouk, and chair of Preah Sihanouk Smart City Working Group.
“This action plan is a crucial step in Smart City development at the sub-national level in Cambodia, complementing the policies and strategies already developed at the national level.”, said H.E Sor Vorin, Under Secretary of State, Ministry of Interior. With all collaboration, we are moving forward smart city action plan to make Preah Sihanouk a leading smart and sustainable city in Cambodia.
