1 May 2026, Phnom Penh – Prior to the signing of the Memorandum of Understanding (MoU), Ms. Kazuko Ishigaki, Regional Director for Asia and the Pacific, held a courtesy meeting with H.E. Eang Sophalleth, Minister of Environment, to further strengthen collaboration and exchange priorities.

During the meeting, the Minister expressed appreciation for UN-Habitat’s continued efforts under the Adaptation Fund and reaffirmed his commitment to expanding cooperation to achieve tangible results. Discussions highlighted Cambodia’s focus on linking environmental protection with sustainable livelihoods, including initiatives such as the rehabilitation of hot springs in Kampong Speu, development of hiking paths for ecotourism, and crab conservation along coastal areas to promote sustainable production and income generation for local communities.

Following the meeting, the Ministry of Environment and UN-Habitat formally signed a Memorandum of Understanding (MoU), with a total of 123 participants in attendance, including 34 women, and the presence of representatives from various Cambodian ministries and Development partners.

The agreement establishes a framework for cooperation to jointly implement climate change actions in urban and human settlements, strengthen institutional and technical capacities, and support Cambodia’s national priorities, including the Climate Change Strategic Plan and commitments under the Paris Agreement.

H.E. Eang Sophalleth mentioned that “this MoU marks a significant milestone in our partnership with UN-Habitat and fosters low-carbon development, reflecting our strategic goal for climate resilience and carbon neutrality.”

In her remarks, Ms. Ishigaki noted that “this is not only a formal milestone. It is a reaffirmation of a strong and growing partnership built on shared purpose and practical cooperation… The question is not only how to grow, but how to grow in a way that is resilient, inclusive, and sustainable.”

Building on ongoing cooperation, the partnership will support efforts in nature-based solutions, environmental management, and improving conditions in vulnerable and informal settlements – ensuring that Cambodia’s urbanization is both sustainable and inclusive.
