Evaluation Report on the 6th Memorandum of Understanding (MoU) 

This report presents a comprehensive evaluation of the activities of the United Nations Human Settlements Programme Regional Office for Asia and the Pacific (hereafter UN-Habitat ROAP) during the 6th Memorandum of Understanding (MoU) period (1 July 2022 – 30 June 2027, this report covers activities up to February 2026). It reviews the activities of UN-Habitat ROAP in both the Asia-Pacific region and Japan. The evaluation committee, composed of external experts, reviewed these activities from an objective and constructive perspective at two meetings held on 19 February and 12 March 2026 and summarized the results in this report. 

In the area of human resource development and education, initiatives providing young people with opportunities to learn about global issues through hands‑on experience were recognized as a significant achievement, and expectations were expressed for further enhancement of these efforts. 

In addition, collaboration with national ministries, local governments, private companies, and civil society organizations—as well as multi‑stakeholder cooperation through the Fukuoka–Tokyo Platform, information dissemination, and the promotion of public participation—was highly evaluated as a key pillar supporting UN‑Habitat’s activities. In particular, UN‑Habitat ROAP was highly commended for its distinctive role in connecting local communities with the global arena as a “locally rooted UN entity.” 

Considering the views and recommendations presented in this evaluation report, UN‑Habitat ROAP will continue working closely with its partners in Fukuoka to advance sustainable urban development, human resource development, and knowledge sharing in Japan and across the Asia‑Pacific region.
