28 October 2025, Kep, Cambodia – Climate change adaptation is vital to enhance the climate resilience of the most climate-vulnerable coastal human settlements. UN-Habitat Cambodia has been contributing to the climate-vulnerable population in Kep province and Prey Nob district in Preah Sihanouk province.
As part of Urban October, a closing workshop of the project was organized on 28 October 2025 in Kep City. The workshop was attended by 90 participants (including 12 females), representatives from the Ministry of Environment/NCSD, sub-national authorities in Kep and Preah Sihanouk Provinces, beneficiaries, civil society organizations, development partners, and UN-Habitat.
Ms. Odicea Angelo Barrios, Human Settlements Officer of the UN-Habitat Regional Office for Asia and the Pacific, welcomed the participants by appreciating the partnership and leadership of the MoE/NCSD, and cooperation with local authorities and communities from the two target provinces to work on a climate-resilient and sustainable Cambodia.
During the workshop, all of the project experiences were also summarized as various knowledge products, including reports, case studies, and videos, for wider dissemination. The project team showcased the project experiences, including achievements, impacts, and good practices, through presentations, videos, and poster exhibitions. Participants also discussed how to reflect the project experiences for future climate adaptation/resilience activities in Cambodia.
Speaking on behalf of the Project Management Committee, His Excellency Pheav Sovuthy, Under Secretary of State of the Ministry of Environment and Chair of the Project Management Committee, congratulated all stakeholders for their collaborative achievements and impacts in the targeted climate-vulnerable coastal human settlements. He also suggested the importance of sub-national stakeholders’ commitment and continuous actions to enhance climate adaptation and resilience in Kep and Preah Sihanouk.
The workshop concluded that the project had a transformative impact on the most climate-vulnerable coastal human settlements in the target locations. The project enhanced their climate change adaptation and resilience through rehabilitated/improved small-scale infrastructure in Kep and Preah Sihanouk provinces. The project involved local people in all stages of the project to build ownership, skills, and accountability. After training and support, the infrastructure was handed over to relevant local stakeholders for their continuous operation, management and maintenance. Project lessons were also summarized as different types of knowledge products and showcased for further replication of the project’s good practices and transformative change.
Project Overview With the financial support of the Adaptation Fund, UN-Habitat partnered with the National Council for Sustainable Development (NCSD)/ Ministry of Environment and implemented the project entitled “Climate Change Adaptation through Small-Scale and Protective Infrastructure Interventions in Coastal Settlements of Cambodia”. The project implemented a variety of interventions from August 2021 to December 2025. As a result, capacity building of over 1,000 community members and 200 sub-national government officials, restoration of 187 hectares of mangrove forests, repairing three water gates and a canal, 27 resilient housing demo units construction, early warning system installation, and creation of knowledge management products.
